A situation désespérée, mesures désespérées: Lex Luthor est Président et la Ligue des Justiciers est au service du gouvernement. Seuls Batman et Superman se dressent contre ce nouveau régime et leur infidélité se trouve être exactement ce que Lex Luthor prévoyait. Utilisant leur statut de paria pour fomenter une vendetta contre Superman, Luthor fait enfin un pas vers la victoire dans son complot contre l'Homme de Fer.
